I want to say it's Athena, but I can't find the right entry on yojoe.

Can anyone narrow it down to which foreign release it was?

This looks like a custom. That is a Scarlett head with Baroness hair.

I couldn't find any matching pics online for it. No idea when or where I got the pic.

Tried to reverse image search and got nada.
