Found this part but can't remember what it's from. My gut instinct is something from the new sculpt era of G.I. Joe, but checking YoJoe nothing seems to match. Wondering if maybe it isn't G.I.Joe. Anyone know?

I was thinking TMNT as well which is why I wanted a scale comparison pic.

That does look like it. Completely forgot about having anything from that line, but it does seem vaguely familiar.

FWIW, here's the requested scale picture. It's just shy of having the same diameter as a US Quarter:
