Someone at Disney's or Hasbro's really didn't appreciate the fact that the TLJ line peg warmed for a long time.

I have gotten more Star Wars figures at Five Below this past year, than I did at Target or Wal-Mart.
My local Wal-mart only got the gold Star Wars packs, but didn't get any Resistance figures. But, a Wal-mart 45 minutes away had the Resistance figures marked down to $3 each.
When Kenner had the line, we got a lot of the background characters. Even in the late 90s, we got lots of background Jedi, aliens, B and C level characters. We got the Cinema Scenes, Planet sets, and all the multipacks.
When we got to the recent trilogy, we got a Constable with little to no on screen appearance instead of getting figures of other characters with a decent amount of screen time.
We got no characters from the casino sequence of Canto Bight. We got what, 2-3 pilots?
I actually posted on Facebook back on December 26th that I was sitting in Barnes & Noble looking through the Visual Dictionary at all the characters and bemoaning the fact we would not be getting any figures of any of them.
We got a Rose Tico figure, but not a Lt Connix. A character, mind you, that was part of a multiple plot lines (Leia's aide in The Force Awakens, arranging the evac from D'Qar, siding with Poe to take over from Holdo, and being in the command elements in the last one). Not to mention the actress is Carrie Fisher's daughter in real life.
Releasing just the core 10 figures, without any background characters, and flooding the pegs with them until they reach clearance does not do anyone any good.
The local Ollie's has about 15 Rey figures from The Force Awakens pegwarming there...
Then someone decided to just make a bigger, cartoonish style figure for Rise of Skywalker. They are pegwarming and taking up valuable real estate at Target. Walmart has nothing but lightsabers on the shelves, and that has been for over six months now.
That is why no one is buying anything and won't support a new line, because they get burned when they start getting invested in something and get it cut out from under them.
