Gi Joe and Cobra are not the only two groups in the world, so how do you fit in the others?

For me:
Action Force is an ally of Gi Joe, but not a full affiliate, and has adventures in Western Europe, and is based in Britain.
Oktober Guard is also an ally, and keeps Eastern Europe safe.
The Phoenix Guard work as a branch of the NSA working as security.
Slaughter's Marauders are honorary Joes, and are based on the East coast of the U.S.
JoeCanuck and his crew help out in Canada.
The Adventure Team is based in Hawaii, but has bases in Egypt, Isreal, and Peru.
Steel Brigade are the elites of every branch of military, air force, navy, marines, nsa, etc.
Ninja Force is an independent group of ex-Joes based in Japan and San Francisco.

The Dreadnoks are mercenaries based out of Australia, but are paid by Cobra.
The Red Shadows are an entirely separate organization from Cobra and are more of terrorists than world dominators.
Cobra-La is a cult with sleeper agents inside of Cobra.
MARS is mainly a group of arms dealers based out of Scotland.
The Iron Grenidiers are a subsidary of MARS, and are hired out to other corporations through MARS.
The Lunartix Empire is based in another galaxy, and slowly moves toward Earth.

Arishikagi Clan: the noble few that are left are all consider members of the Joe team and are offered the same benefits. The few trained of the clan that fight for evil are considered out casts and rebels. Almost all of the Ninja Force members of the Joe team are trained Arishikagi so they might actually fall in under a subgroup.

Well most of the special teams, such as DEF, Tiger Force, Python Patrol, etc, have pretty well laid-out backgrounds as being specifically assigned to G.I.Joe or Cobra, so I don't really worry about how they fit in since that's been taken care of.

Teams where the members are split between Joe and Cobra, such as Ninja Force, Sonic Fighters, etc, I generally explain with them being some specialty group that the Joes developed, and Cobra either stole the technology (ie Sonic Fighters) or hired specific members (ie Ninja Force) to counter.

There are some that require a little further attention, though.

Action Force: G.I.Joe's European contingent. Storywise in my mind, Big Ben probably has some affiliation with them.
Red Shadows: A distinct terrorist force, largely based in Europe
Oktober Guard: A distinct group, maintained by Russia following the collapse of the Soviet Union. Most of the former Soviet Republics welcome them when Cobra threatens. They have a loose affiliation with the G.I.Joe Team and two members, Red Star and Big Bear, are on indefinite assignment with them.
Lunartix: A group of three alien mercenaries sent to scope out Earth for purposes of invasion. Captured and currently being held at an undisclosed location... :shifty: :-D

Long Arm...his suit protected him from the horrific blasts....

Now he walks the land hoping to fins someone or something

It's pretty simple, The ones that are already a sub group (Tiger Force, Sky Patrol) are specialty sets within the overall group.

GI Joe-Americas counter to Cobra
Action Force-European Counter to Cobra
Oktober Guard (Really need to contimplate a name change)-Russian counter to Cobra
Jade Dragon Guard-Asian counter to Cobra
The Phoenix Guard: United States Black Ops Group

Cobra-Ruthless organization determined to rule the world.
Iron Grenaders-Destro's personal army, originally to guard shipments and him, evolved into its own formitable fighting force.
Coil-Serpantor's army made up primarly of Python Patrol.
Red Shadows-Splinter Group from Cobra, Formed while Cobra Commander went into hiding.
Dreadnoks, Mercenary group headed up by zartan, in full time enployment of Cobra.
Arishikagi Clan-one of the largest Assassian guilds in the world, mostly scattered into rouge operatives now, but sometimes employed by Cobra.

Seems a lot of people have the same ideas. GIJoe, Action Force, and the Oktober Guard... the usual. Cobra, Dreadnoks, Iron Grenadiers... etc etc. I'll just list those I feel are different:

IRON Army: Once lead by a mysterious, inhuman being, the IRON Axis recruited Sgt. Gary Krieger during WWII. Renamed General Blitz, he took over when the Old Man disappeared, and began experiementing with robotics as well as genetics. After Mindbender was warped by his own invention, he went to work for Blitz for a time, learning about cyborgs and robots as he added his genetic expertise to their research. After being betrayed, he stole a robot prototype and his pet project (a mutant creeper vine), and approached Destro to join Cobra. After the IOSP gambit failed, the IRON Army fell, and Blitz went into hiding. Later, Blitz attempted to recruit Overkill as the prototype for a new IRON Stormtrooper, but was betrayed by Dr. Knox... and Dr. Mindbender! Taking control of the remnants of the IRON Army, Mindbender begins building a BAT Army and V-Troops. Of course, Blitz may return one day...

The Coil: after Serpentor died (again) Hannibal fell in with Crystal Ball, who is grooming him as the new Emperor. They fight General Rey and want to collect the Serpentots. Blah, blah, blah.

Commandos Em Ação: After the death of Glenda at the hands of the Red Shadows, Claymore regroups his former allies, Redmack, Manleh, Shimik, Topsin and T.N.T. to hunt down her killers.

Forca Naja: A South American network of "Freedom Fighters", the Grand Council (in existence for over 100 years) is slaughtered by an unknown force. It's up the the five surviving agents, (El Hermanos Naja - Gatilho and Relampago, Mortal, De Aco, and Ninjaku) to discover the identity of the murder... who most likely is among them!

Red Shadows: Originally a European-based Terrorist force (known simply as the Coalition) lead by Ironblood and the Baroness Anastasia, a schism between the two caused most of the troops to join Baroness and Cobra. After Ironblood's death, Wilder Vaughn, formerly known as the Black Major, took over. He has seen his plans come to naught in the DDP series, and now seeks to rebuild his army.

Action Force: Recruited from across the world, the Action Force leader (Code-named Action Man) was lost in battle and is presumed dead. Big Ben has gathered Quarrel, Gaucho, Hunter, and Blades as well as the Super Trooper to find him. Rashid, Skymate, Backstop, Budo, Taurus, Red Dog, and Snow Storm guest star.

This is an an interesting topic. First thing that came to mind was non-Joe-verse organizations, so that's what I went with...

My Joeverse includes the Phoenix Foundation (MacGyver fans will recognize that one) and HIT (which is also a Mac-verse thing).

The Phoenix Foundation is the organization MacGyver works for. The Foundation is headed up by Pete Thornton, formerly director of the DXS (Department of External Services) and contracts out for troubleshooting, covert operations, research and such. MacGyver is their top field agent. In my Joeverse, GI Joe partnered with the Phoenix Foundation to infiltrate a COBRA stronghold and retrieve information regarding plans that would have a catastrophic impact on the on the earth’s atmosphere. Mac took the assignment and carried it out armed with little more than his Swiss Army Knife and ingenuity. His success earned him a unique position in the GI Joe team, with the cooperation of the Phoenix Foundation, working independently on top secret cases to thwart COBRA Commander’s sinister schemes and acting as the team’s environmental watchdog.

HIT (Homicide International Trust) is basically an organization that deploys some of the most formidable hitmen in the world. Murdoc is found regularly in their hire. It was through his association with HIT that he came across MacGyver, who bungled his assignment. Since then, he has failed many times to take out MacGyver, much to HIT's disappointment. Murdoc attempted to retire from HIT, to which their response was kidnapping his sister to lure him into a death trap. He mysteriously survived and rejoined HIT briefly, in need of the money. In my Joeverse, he remains with HIT until COBRA Commander, intrigued by Murdoc’s elusiveness, ruthless tenacity, and flair for dramatics, wants him as his personal assassin, makeing him an offer he can't refuse. Murdoc's payment includes having the resources of the world’s most powerful terrorist organization at his disposal to eliminate his one repeated failure: MacGyver, who has become a painful, and expensive, thorn in COBRA Commander’s side. HIT, of course, isn't happy to have once again lost Murdoc, but have been curiously quiet on the matter...
