Some are thinking the Collective are also involved, which I don't think is the case as JoeM talks of specifically Locutus. As a single Borg his combat capabilities are going to be drastically reduced.
Secondly, we need details of the situation in which they're opposing each other. JoeM pictures them simply standing in front of each other with no environmental support such as being on 'home turf'.
Thirdly, we need to know if Locutus is still connected to the hive mind or not. If so, I'm gonna say his likelihood of success actually goes *down* as he's gonna have a lot of yammering in his head working *against* the education and experience of being a SF Captain - just like we saw happen in BotW when Locutus was taken by surprise at every single step, by the people he actually does have experience with.
All that taken into account, the fight goes:
"Oh, hello; what's your name, friend?"
"Locutus of Borg, you shall be assimilated to serve us."
The Dr then whips out his sonic screwdriver and waves it at Locutus. This next moment is when the fight is won or lost:
Does the screwdrivier work to fix what's wrong with Locutus (does it de-Borg him on the spot, or turn him off, or...) OR does Locutus shoot tubules at the screwdriver and assimilate it; and then the now-defensless Dr shortly thereafter.
Your answer lies in the fact that Locutus is *NOT* an assimilation drone; he's an envoy meant to 'argue' the Federation into compliance. Locutus will fail because he *won't* go for the insta-assimilation; and he absolutely will not be able to argue the Dr into compliance.
Dr wins 10/10 because Locutus is designed to fail personal combat.
