Finally got this guy done. Black Manta is another superhero/villian character I'm merging into my Joe verse. He'll be a Cobra agent who leads Cobra Eels.

Yeah, the head is from the Black Mant/Auquaman 2pk, like the Joe Combat Hero's & Marvel Superhero Squad figures. Forgot what DC ones are called. |
