I think if you could get the corners of the Zartan hood to rest underneath the coat parts, this would be ok. having a hood like his is distinct from the hood of a parka. I'd just want the Zartan hood to look like it comes up from his underclothing, and not look like it is floating on top of the coat itself.

The Frosting makes sense when it goes along with Destro's Frosted head....I would just paint over the frosted pads so they're a solid black...or maybe Black with a Purple inset like the vintage figure's chest and thigh pads were.
I am kind of in this camp also. As it stands, while I really like the structure of how the parts go together, the colors make me say, oh cool Zartan is wearing Destro's coat. Personally, I'd be more in favor of painting the coat to be more distinctly Zartan than Zartan to match the coat. Also agree with the snow effect. If you keep it, apply it some to the figure itself too, so that it flows.
