As you know or may not know HAMMER was.....well just wiki it or Goole it.

So here's how the new HAMMER org plays into my verse....
The HAMMER organization once was known for the capturing of “Super’s” for the Super Human Registration Act. Headed formally by a one Norman Osborn, until he lost it and tried to attack Asgard, HAMMER was eventually brought down by the Avengers and disbanded.
That was then…. HAMMER has been resurrected and is now lead by Barrington Cross a former CIA operative and founding member of Third Eye Communications, aka “TEComm”. Not much is known at this point about the operation or the intent of HAMMER, other than the claims to help and assist people with Super Human abilities. Just the opposite of the old HAMMER. Its true intentions are yet to be determined, but that’s what TEComm is all about to find out.

Sir after doing some very intense research, we have confirmed that former TEComm field Director Barrington Cross
have become the head of the recently resurrected H.A.M.M.E.R. organization. While we have not yet confirmed, the prime directive of the new H.A.M.M.E.R., we do know that he has recruited some very powerful Supers. Intel reports say that he has recruited Cyclops formerly of the X-men. Ours reports show that Cyclops has under gone some kind of change and now goes by the name of Dark Cyclops. My contact in the Mutant Observation Program, tells me that Cyclops is under the influence of a very powerful and dangerous mutant named Rage. Rage’s powers allow him to cause a state of rage, even in the most peaceful of people, but is most effective on those who are already angry or in an agitated state.
Our reports also show that Cross has hired someone called the Sentinel as his personal body guard. We don’t know much about this Sentinel yet, but the preliminary reports suggest that he might have been a part of one the Super Soldier projects. My Defense Department contact tells me that Cross’s paper flow in coming from a Government shadow agency that’s not on record anywhere.
