I only know this version of this character from the recent animated movie, so maybe the comic interpretation is different. But to me, the head is holding this back. I would think a Renegades CC head or a P.O.C. Viper head (sans helmet wrap) would be a good base and, once you've cut and taped off some eye holes, a nice coat of metallic red would get you the rest of the way there.

The body looks perfect.

And, again, if he sports a cloth or fabric hood in the comics, feel free to disregard the crit and accept my apologies.

The details make the figure here. Painting the vertical lines on the sleeves? Really works well.
