I don't know the name, the story or the creator. Not sure where it was published either.
I do remember it had some very funny moments and the one I remember best is a lot of (ARAH) joes having a mission briefing. Duke tries to give orders to Roadblock and Heavy Duty, but gets confused. RB or HD responds like "what's the matter, can't tell the difference between two black guys?".

Does this ring a bell to anyone?

Sounds like something Numbers would do. Ages 25 and up maybe, he started with O-rings than slowly switched to modern Joes via the stories. http://ages25andup.blogspot.com/ Most of his old work got lost. he has been rebuilding the archive slowly but surely.

I think it was Airtight's dio-story based on kowalski's "Taking Care of Business at the Pit" joemoticon theater. General Hawk was an idiot and Duke would just shout "Yo Joe!" Oh and Bazooka ate Mega Marine armor play-doh and it tasted like burning.
