When Cobra Commander tampered with the experiment meant to create the perfect Cobra Emperor, Mindbender was desperate and took a prominent field trooper and imprinted their dna over his own using the brainwave scanner. This made him psychologically unstable as well as unfocused. However he bought time for Mindbendr to perfect the process. Oncethe true Serpentor was created he was sacrificed on the battle field. Discarded and left for dead he awoke with a head full of false memories and conflicted souls. He was captured and eventually exchanged into the service of the group known as The Jugglers. They again reprogrammed him into their sword to strike at both GI Joe and Cobra.

Oh wow, that captures the character aesthetic perfectly. I don't care for the direction the character went in, but visually he always impressed me.
