A wonderful character from 1983, this is Doc. Sadly the character's popularity never really stuck, and he was killed off in Marvel continuity before the book ended. Although Doc's niece (Doc, or Doc II to me) had a 2007 GI Joe Collectors' Club figure, Doc never got a proper Mainline Hasbro figure until after the 25A era started. Doc's uniform is classic. I just added a few more pouches and more medical gear.
