Have you looked for glow in the dark spray paint at your local Ace Hardware?

I am picking up some glow in the dark spraypaint for Napalm-Viper...I am just doing a wash on the parts after I dye them...

But if I don't prime the figure before applying it, will it be permanent? Will I have to do a sealent on the paint as well?

As ZG said in another thread. Trial and error is the only way. You can't dye a figure and then paint primer over it then paint it with another paint and expect the dye to still show through. Just remember to get a sealer to put on after you spray paint it.
