Heat it on the stove or microwave and see if that works. If not, try puting the arm in the water when boiling, which can only been done on the stove and be careful doing that. Those are the only ways I know of to free up a joint. If that doesn't work, the joint must have been glued in some way. I know there are some glues that the boiling water will free up, but a few will not budge. I hope that helps you out.

OK I tried the boiling water method. It was able to free up the upper arm peg so now the lower arm can rotate freely BUT the elbow itself is still stuck. The arm still cannot bend at the elbow
