I saw Jin posted a tutorial (at least at TGC if not here) where he showed how to separate the WO fig, and make it so a Joe upper torso would fit a WO lower torso. But has anyone tried the reverse? Getting a WO upper onto a Joe base/lower torso? If so, any tips?

I'm specifically looking at using a comic deadpool upper torso on whatever Joe lower torso I can find that matches reasonable well.

The upper torsos on the WO figures are solid plastic. So you should be able to boil and pop Deadpool's torso apart to separate the upper and lower and then, depending on the torso swivel peg style, you can either hollow out or fill in the DP torso as needed to make it fit the Joe lower half. It's definitely going to take some dremeling to get a good fit, but it's totally do-able.
