If you are just looking to create steering wheels, and do not care if they are original, you can use the package wiring, nail and some small wood strip. Glue the nail in the center of the wood strip, this will act as the steering wheel mount and horn. Then make a ring out of the packaging wire and attach it to the wood. Glue every thing with super glue and let dry. Once dry you can then paint the piece. To attach the wheel to the vehicle, dremel or drill a small hole for the nail to fit in, a smaller hole is better so that the nail does not slip.

I look at the dollar stores and flea markets whenever I go for busted RC cars or little go karts that have steering wheels that might work for Joe vehicles. Fire engines have valves and stuff that can work too. Of course there are model cars and Maisto replica cars if you can score them on the cheap.

I made a sample to show you. Any small nail will work. If you do not have small wood strips, a popsicle stick will work.

All it needs is a coat of primer and some paint.
