Just a note, I "tailored" this one to fit this specific figure by trimming the overlapping/snapping area and just gluing it shut so it'd be more trim.

If you wanted to go the custom route it could be made out of leather. Get the basic shape then add the raised sections.

I seen alot being done with the pit commando vest and wanted to us a different one, so i trimmed a bit of accessories off the ROC Cobra Eel vest. With a few lite mods it looked like a bp vest but the pitt commando's IS a bp vest so its a coin toss

For ARAH you could sand a Super Trooper or Mega Marine armor.

Here is a real quick leather vest. This took about a 1/2 hour to make, and there was no cost involved. The only down side is that it is not removable.
And it certainly could be tweeked further. My printer ran out of ink so I couldn't do the American flag.
