So, I've been 'commissioned' to create a custom of this man:

I'm looking to do it the ME style, with minimal paint (if possible, but not likely)

Any suggestions?

I think 25th Duke torso and arms could work. Possibly a Rock N Roll head or a Commissioner Gordon with an added beard.

Comic Pack Shipwreck for the shirt. If it needs the rolled up sleeves go with Duke with the fixed arms. Senior Ranking Officer has light green that could work.

Buzzer head with bird added if you need the glasses.

Shockwave hat?

Clutch from the Tread Ripper has a great head to start with. If you can find one or care to buy it if you see it.

KOTCS Indiana Jones torso is another option, shirt is already white. If articulation isnt a big issue, just repaint the pants to jeans or you could fuse the torso to a Joe lower.

Update:

Ok, I'm going with the Tiger Force Duke torso/arms -- here's the challenge: anybody have any idea of what to use for a watch?

either one I can cut off another fig, or some other accessory (barbie doll?) that would work for a wrist watch?

There are watches on the Target PTE Navy Seals they sold online that I was able to remove from a figure or two. It is a basic band and watch face, in black with a neon green watchface. I imagine it could be repainted to the color you need. I could throw it in with your Robocop maybe?

Gal assured me that it should be to you before Tuesday easily.

I noticed that the type of watch in the picture looks the classic metal band one, so I cut one off of one of the newer Corps figures from some years ago which has that exact look. The band is ridged and the face flat. That one should work far better than the one that I cut off of the Navy Seal dude.
