Are there any other figures I am missing that have used the upper arm from POC Dusty with the little piece of armor?

My list:

POC Dusty
Renegades Trooper
POC Hawk
BBTS Marauders Falcon

I don't think I was around for the origin of that inside joke, but despite seeing it played on many others, I did just fall for it. Well played.

Yeah, my lack of Joe/Toy knowledge really hampered me on that one. I thought, maybe there was a bootleg or knock off version of Major Bludd I never heard about....I thought wrong.
