Was curious if any of the TF experts had a suggestion for this.

I saw a custom/3d print of a FLAK in Megatron colors with his scope and barrel. Love the idea.

Then I thought you could do the HAL in purple with the flip up clear targeting sight and barrel from Shockwave.

Is there an obvious Decepticon choice for the Whirlwind?

Not sure about the Whirlwind, but I could see Soundwave and the cassettes as the MMS.

That's not a bad idea.

I guess the real question is are there any other Decepticons who turn into guns, canons, or artillery. Galvatron is a possibility but he could also be an upgraded FLAK.

I just don't know nearly as much about TF as Joe.

Megatron was pretty unique in that. There was another Japanese pre-transformer that transformed into a .357 magnum, but that's it.
Shockwave toy turned into a laser gun.

There’s also Browning from the 1988 Japan-exclusive TF G1 series Super-God Masterforce.

There is a double barreled rifle Arco released under the GoBots license. Short of doing something like Brawl or Slugslinger which are a tank and double cockpit jet fighter that have a double barrel/twin aspect to them, a double barreled rifle might be the closest for what you’re looking for.
