OR we could go by packaging, which would further break down not only the "New Sculpt" Era, but also the 25th and RAH eras (Battle Corps, Star Brigade, etc. that were "new" figures compared to the repaints used for python patrol, tiger force, etc. back in the 80's).
After all, even in the "New Sculpt" era there were 3 different lines each w/ distinct styles. The JvsC for its odd proportions, t-crotches, and SOUND ATTAAAAAAAACK!
While the Spy Troops line came next and featured improved proportions, snap on spy accessories, gillie (which i really wish they'd still use for 25th line), and into VvsV where it went into a little all over the place as it improved their design, etc. up until the last few waves that led into the DTC days (which, from what we know, was supposed to be the figures/designs used for the rise of the robots/robots revolution lineup).
Even the 25th line has improved (diaper crotches anyone?) as it went on. It could be broken down from the elimination of the silver backs to the cartoon/comics icons in the top right corner.
