I don't want to hate too much on the year, because on the whole, quality was much superior to 1998 and certainly 1997, and there were a handful of new characters, even if some were not quite as inspired as those from the original line.

However, if I have to pick one, it would be Dial-Tone. Just plain DULL. They made his uniform entirely olive drab (okay, maybe militarily correct, but not something that had seen frequent use in G.I.Joe for some time), stunk it up with a black paint "wash", a practice I despised then and now, and even shaved off the guy's mustache! The figure didn't even look like Dial-Tone. He didn't look like much of anybody, really.

Snake-Eyes.

Okay, so they splashed a little bit of metallic color on the figure. The mold could have been better used with a new color scheme and a new head to make a new character.

I went with Sidetrack simply because for an entirely new character he should have had a different head. I'm thinking I should have gone with Wild Bill for the inability to use the figure for anything, although the head is useful.

I ended up army building a lot of these guys especially the Duke/Sidetrack and Big Ben/White Out sets.

I also did a lot of LBCing with these figures my mixing parts and adding different heads.

Dial-Tone : Liked the color, enough difference from original so it can be used for other characters
Dusty: Adding a different head = new character
General Tomahawk: Liked the color, legs/waist used for other characters
Law & Order: New heads = new MPs
Snake Eyes: Not used other than for Snake-Eyes
Big Ben: Perfect for a squad of winter ops troops just by adding new heads
Duke: Loved the torso and head. Not used for Duke though on other figures
Sidetrack: Perfect for new heads. Also switched out torsos for similarly narrow ones
White Out: perfect for winter ops greenshirts
Heavy Duty: Used torso and arms for a few 'Nok customs. Lowers useful for other stuff.
Thunderwing: Because of the color I used these w/new heads for Oktober Guard HIND pilots
Wild Bill: No use at all other than w/a Corps head for a US Cavalry re-enactor

Snake-Eyes. The GI JOE logo on a ninja commando, yet was otherwise quite bland.

Wild Bill a close runner-up, because his hands were hard vintage style (so were Lamprey's), so really didn't gain much from his release.

Dusty, just personal preference. Nothing about him says Dusty, or even remotely suggests his specialty.

Also looking back over these I realized that this is the year where I decided I wasn't interested in having a complete collection of the new releases, as there were just too many that I weren't at all interested in.

Oh, good grief, I forgot about the pigeon-poop jacket. I'd still give my vote to Dial-Tone, but yeah, this was a close second.

Dusty, the brown/tan version of this mold was great, but why red/blue/green on a desert trooper?

What's wrong with characters in alternate outfits? Fans wanted a Deep Six outside of a diving suit, right, even though his whole reason for being on the team is deep sea diver.

Yeah, the blue is a bit odd (not really, compared to the 90's), and for his first release in 9 years, maybe they should've been more traditional. But I thought it was a good figure.

A draw: Snake Eyes and Sidetrack.
