I have no idea about actual numbers, but I'm guessing that there are two factors that explain why Ross can sell the sets for considerably less than BBTS:
(1) Ross is a chain and has greater volume purchasing power than BBTS.
(2) Ross probably worked out some closeout deal with Hasbro for the sets, while BBTS almost certainly bought their stock upon the initial offering when the price was higher.
That doesn't necessarily mean that BBTS isn't selling the sets for a much higher price than they need to make a profit, but I also don't they could sell the sets at $17 each and make much money (if any at all) on them.
Of course, I would love to see Ross apply this purchasing power *here,* as I still haven't found any of the sets at either Ross in town. Thankfully I only want them for extras, but I still want a Joe set for some fodder.
