The head UAC research scientist of Mars City in Doom 3 until he became the ruler of Hell after a trip through a portal. I chose to do him in "classic" Doom style as if he'd been in the original Doom rather than his Doom 3 appearance. Parts-

head- Serpentor
torso, waist, biceps- Cobra Commander
forearms, hands- Desert Crimson Guard
coat- ROC Doctor
legs- ROC Storm Shadow
feet- Ripper, single card version
knife- Cobra Trooper

The legs, feet, inner jacket and hands were left unpainted, shy of the ankle discs which I painted brown. The head was only altered to blind out the left eye. The coat and arms were painted in glossy auto paint, both to minimize coats(I used the black Doctor lab coat) and to contrast against the pants.

He's a pretty nice custom, but looks like he has no neck :-/

I like her and your idea of adding the 3rd shade in her pants

I thought of sanding down the shoulders but to settle the coat down far enough wou;would've destroyed the shoulder joint sockets and possibly the neck.

You should be able to fill in the head hole about three-quarters of the way with hot glue and then gently set it on the neck ball at the height you want. Just make sure to spray some cooking spray on the neckball first. You may have to trim away a little excess hot glue, but I find this method works every time.
