It's sadly not nearly as simple as that. Layers and shades are how I do my skin tones. And even then, each shade ends up a mixture.
One thing I will say is that I really try to avoid the shiny paint products when putting together flesh tones. Tamiya, and to a lesser extent even Testors/Model Master make for a more plastic looking finish, even the matte products. I will use Games Workshops colors, but will mix in the cheaper craft paints too.
For this gal, I didn't have a GW color I liked, so I did use Testors "shadow tint" as the base color, then mixed shadow tint with a darker brown craft paint for the next layer. Then I dry-brushed a mixture of shadow tint and a lighter brown craft paint after that. To be honest, those layers don't show up nearly as well on darker skin tones. But that same formula (using different paints and colors) is how I do my caucasian flesh tones as well.
You can manipulate the mixture then for effect, if you want the final look to be more or less pale, etc...
