Red Oktober, but we need time travel stories to enjoy them. Use what we learned about the Cold War, the Dead Hand system, etc. to craft some "real world" approximate stories back then.

Colonel Shariff, used sporadically during the Marvel run, a despot from a Middle Eastern empire.

Could have been used to highlight conditions in that area.

I guess its arguable whether the Dreadnoks were officially a part of Cobra or not, I have heard some say otherwise but I consider them to be mercenaries rather than an official Cobra unit. And they are definitely my favorite if that analysis is accepted.

The villains with the most untapped potential in my opinion are the Crimson Twins-Tomax and Xamot. I'm basing this solely on the cartoon as I am not well read in the comic realm. I always thought they should have gone farther with their plans involving business schemes, banking schemes, and so forth.

They didn't get tons of face time in the comics, so yeah there is a lot of potential there.

Iron Grenadiers are cool, I'd love to have seen an all out war between Cobra Commander and Destro, just for spits and
grins.

I've always liked the Dreadnoks. Wild, colorful characters with a chaotic dystopian flaire. I never viewed them as an official part of Cobra. They struck me more as outlaw motorcycle gang/crime syndicate who was more than happy to work for Cobra's coin, albeit without any idealism or loyalty.

First Strike from Issue#4 - we had a couple of those groups floating around when I was a kid, so they were infinitely more threatening than a bunch of buffoons on bikes or an army of incompetent blue cannon fodder.

Vance Wingfield and his Strike First group. I know DDP did a series on him and his son, but it was pretty lame compared to the original.
