It bothered me too, but then I thought about it some.
1. We know that the various Arashikage masters were willing to train foreigners.
2. After the Clan fell into disarray when the Hard Master died both Storm Shadow and the Soft Master ended up in NYC, and the Blind Master and Jinx wound up in Denver. That puts a lot of Arashikage talent in the US.
3. When we first meet Ninja Force, they're hanging out in the basement of Soft Master's bodega.
All that lets me rationalize it as a bunch of youths, possibly along the lines of the kid that "sold" Soft Master his Uzi who he saw something in and started training before he was killed.
Your mileage may vary though.
As to the customs, I love that vest for T'Jbang, stealing that. I think I'd like it better with the straps lengthened though, so his belly isn't showing. Hack is a great LBC. Now I actually want that Storm Shadow.
Digging both MOTUC figures (while still being jealous that you found any at all at Big Lots) great use of the Weapons Pak Beast Man gear. Havoc Man is cool, but the Skeletor head on his staff undercuts his menace. Unless you're going for goofy.
