Gargamel occurred to me as well... He doesn't quite fit in with the feel of the rest of the group, but it would be interesting to do an modern take on the character design.
Tex-Hex! Good suggestion. There have been some great ARAH style customs of him, but I don't remember seeing any modern style versions. Plus, I actually had a BraveStarr figures, so this one is a strong maybe.Good call!

I should have mentioned, Cobra Commander is the centerpiece of the group, and technically the 13th figure, but you're exactly right in that he belongs in the list!
M. Bison is tempting. I was a big SF fan, he fits in style-wise, and he did have an action figure back in the day... plus SF was released under the GI Joe brand so he already fits into that world... this one is a possibility. I like Malefica (Maleficent?) because I would like there to be some women in the group, but with her and some of those other suggestions, they feel like they're from too big of properties... not bad suggestions, just not quiet what I'm thinking of for the group.

-Metlar from Inhumanoids. He'd probably have to be a larger-scale figure, but I'm pretty sure he was the main villain (another cartoon I've never seen). Tendril was the cooler-looking villain, though.
-The Emperor from Starcom. Yet another cartoon I never saw, but the figure is kind of hilarious-looking and might be fun.
-Hun-Dred from Robo Force. This is my favorite possibility, just because it would be fun to see how you would translate that design into custom form. Now that I think about it, I'm kind of tempted to try it myself.
Ugh, wow. This exactly. Perfect suggestions all around. So I'm realizing another criteria I'd like to loosely adhere to is characters from toy properties where I actually actively followed the cartoon or owned toys from. Hun-Dred passes ALL my criteria, with the added bonus that I had Robo Force bedsheets for a long time (despite only owning a few toys and never really catching the show), plus he'd be an amazing figure to try to capture with a custom.
And, despite never owning a toy or seeing the show, Dr. Terror is also a striking enough design to be very tempting to include, as well.
