Early on, I realized the JOE Team would need to not step on any toes by getting into jurisdictional disputes. Every agency would need a vetted Liaison to step in and work alongside the JOEs to get the job done without wasting time bickering.
Canine is my Liaison from the Drug Enforcement Agency and Aztec is her German Shepard.

It was decided that when the GIJOE missions come in contact with the other various alphabet agencies, having a dedicated liaison who could run interference would be an asset and increase the chances of completing the missions successfully. Given that the Cobra agent, Headman, was a major player in the illegal drug world, it was decided the JOEs needed a friend in the DEA. A meeting with the head of the agency soon brought one suitable and highly-recommended agent to the Team. She had made a name for herself in the halls of the DEA for her aggressiveness and eye for investigative work. Her callsign during drug raids was ‘Canine’, because once she had sunk her teeth into a mission, she refused to let go until the perps were behind bars. Canine wasn’t afraid to jump into the fray against dealers, pushers, and enforcers that were better armed than her. She was always right behind the ‘doorman’ and was more than capable of taking down a suspect on her own. Even if she got into trouble, her loyal companion, ‘Aztec’, a huge German Shepherd, would be right there beside her. Aztec is a fully trained drug sniffer that is also familiar with bomb detection and rescue work.
Shockwave says: “There’s only a couple of JOEs on the team who have the legal right to make an arrest during a mission. We got Bulletproof, Law, Mutt, and SureFire…so I think having additional badges, not only for the legality, but for the power it yields-that helps out tremendously when it comes time to knock on the door. I’ve seen her in action and she can be on my door breaching team any day.”
I think if I was to point to any one specific source for this character, I'd go with Rene Russo's portrayal of IA Officer Lorna Cole.
Not a lot of reference material for this next one, so it's basically my take on him.
