McCaan, from the Sunbow episode "The Rotten Egg". In the cartoon McCaan wears a dress uniform with a shirt and tie, but this was a good excuse to use a Cobra Commander torso.

You have to do something with the back. Even just filling it in would be better than painting over the CC gun charging unit.

I agree that the back looks bad. My lazy, lazy, lazy (so lazy I'm embarrassed) solution is to display the figure facing forward and pretend I don't know how out of place the laser charger looks on an administrative character. I might paint a spare CC laser white and set it in place. Also lazy.

Those are VvV CC legs, as Lev called it. They are tapered at the hips. I enjoyed taking parts from 3 different CC figures to make a figure that isn't CC.
