Actually no its one of the vehicles the original VAMP was based off of... http://gijoe.wikia.com/wiki/V.A.M.P.

The Vamp is really based on the Cheetah. And this is what the Cheetah became. I think if you strip this down it would look like the pursuit-of-cobra Vamp

Well the POC Vamp is not the Cheetah because it has a bed where the engine should be.
