Surprised I've never pondered this before.

Of all the Joe animal companions, I don't remember there ever being a horse. With the pictures from Afghanistan of certain special forces soldiers, its not that far fetched of an idea. For me, I keep thinking Flint would be a good choice.

Which Joe would you make a modern cavalry trooper with?

Wild Bill, I think. I could see him going from air cav to horse cav eagerly.

I think Dusty would be a better choice than Wild Bill.
Wild Bill is to valuable as a pilot and not suited to long missions in the field.
If we go by the original card bio written in 1985, Dusty was raised in Las Vegas . Vegas back then was still pretty small and there was a lot of desert close by and lots of horse ranches. Based on his love of the desert ecology he most likely road horses.

Take it from me there is no better way to explore the desert then on the back of a horse.

I hate to go cliché, but how about Spirit Eagle? Or Quinn?

Thunder, he knows horses...remember The Train of Gold episode? Guess Gung-Ho would be a bad choice.

I would say the obvious choices would be:
Western Style:
Wild Bill (LRRP)
Spirit (LRRP)
Duke (Jack of All Trades)
Lt. Falcon (Special Forces Adviser)
Snake Eyes (Jack of all trades)
Kwinn (Mercenary)
Big Ben (Special Forces Adviser)
Recoil (LRRP)
Sundown from COPS

English or Dressage:
Lady Jaye
Chameleon
General Flagg III

It is a good idea but I think it is more of an opportunity to create a new Joe instead of using an existing one.

Spirit and Dusty are good suggestions... If it were a new character I think it would be a great chance to add a Mountie to the ranks.

A lot of people suggested Wild Bill, but nobody has mentioned Cross Country.

Wasn't there a special missions comic that had snake eyes and company riding horses?
I also remember hot buttered tea.....
