This is one I created a few days ago. He is Cobra Commander's Personal Assistant, sort of a Camerlengo without the religious duties. He lays out the Commander's uniforms, arranges meals, acts as a go between with other members of the High Command. Part Aide-de-Camp, part Adjutant, part administrative... Has a complete devotion to Cobra Commander that could be considered bling allegiance. May or may not have suffered severe burns and injuries after risking his life to pull a trapped Cobra Commande out of a burning HISS tank cockpit. Hair is a wig and the mask covers the scarring on his face. Tried to show burn scars on forearms.

'Dumb' Donald Parker, part of Street Gang from North Philly. In my 'verse he conducts guerrilla type attacks to prevent Cobra from taking over Philly like the gang from Millville did in the Marvel comics.
