Okay, here's one I'm not 100% happy with, but at least it's a step in the right direction. The design still needs work as the colors are maybe too bright. I tried darker secondary colors and it just looked bad. The problem with having a bio written and having a mental image of a character for years is that the execution or realization of the character doesn't match the idea.
Anyway, here is another original character, Rhingal. The name is based on the Rinkhals, the ring-necked spitting Cobra. This character is a genetic replicant, like Serpentor. Maybe kinda Terminator-esque, cold and humorless. Just bred for destruction and skilled in edged weaponry.
I was reading through the Marvel run about ten years ago and got to issue #91. I suddenly realized the JOEs were all wounded in the fight and probably buried the dead Red Ninjas near the Falls. From there I just came up with a scenario that seemed to work.

The origins of Rhingal are completely shrouded in secrecy. Cobra Commander and Dr. Mindbender have taken every precaution to keep “Project Snapdragon” from the other members of the Cobra High Command.
Through certain underground contacts, Dr. Mindbender was approached by a lone Red Ninja seeking favor with Cobra, in return for extrememly sensitive data the evil Doctor would be interested in. At the meeting the Red Ninja was captured by a squad of highly trained Cobra Ninja-Vipers and subjected to the Brainwave Scanner. During his interrogation he confessed he had been a member of the Red Ninjas squad that had attacked Snake-Eyes, Jinx, and Scarlett at the cabin in the High Sierras.
During the fighting, he had fought with skill, wounding several of the JOEs before being attacked by Snake-Eyes and a weakened Timber. As the JOEs pulled Storm Shadow from the stream, the severly wounded Red Ninja had managed to crawl to safety in the woods. After the JOEs left the area, he returned to the cabin and found medical supplies hidden below the ruins.
When he had recovered he had gone upstream and discovered the bodies of his fellow Red Ninjas covered by rocks near the falls. At each grave two swords had been thrust into the dirt to serve as make-shift grave markers. Behind the falling water he also found more blood stained weapons inside a sealed canvas bag, including his own. Realizing the JOEs were concerned for the native wildlife disturbing the bodies, they had hid the weapons behind the falls to hide the blood scent . Wanting to equip himself with a small enough blade, he started to take the weapons out of the bag to clean them. With sudden clarity he began to wonder who’s blood it was exactly on the weapons.
He realized he was in the unique position of possibly having the genetic material of four prominent members of the GIJOE Team and that Cobra Commander and Dr. Mindbender would reward him handsomely for bringing the DNA to them. He quickly repacked the bag, made his way back to the extraction sight, and headed out to make contact with the nearest Cobra cell. Several days later he was a prisoner of Cobra.
Dr. Mindbender placed the Red Ninja in a medically-induced coma for security and went into his secret lab to study the weapons. Several days later he had manage to identify over twenty different samples and isolate five unique cultures: two men, two women, and a wolf. Knowing who the Red Ninjas had fought, he realized what could be done with the combined DNA of Snake-Eyes, Storm Shadow, Scarlett, and Jinx. Cobra would have the ultimate weapon to use against GIJOE!
Dr. Mindbender worked on in secrecy until the real Cobra Commander returned and had him buried inside the freighter on Cobra Island. When he was revived years later, he told the Commander of his discovery. He was immediately ordered to return to the project and create his master weapon. A few months later, while attending a Cobra function, he took notice of a young female Ninja that requested an audience with Cobra Commander to offer her deadly services. Calling herself, Snapdragon, she quickly eliminated several Night Creepers and one of their Leaders during her ‘audition’. Dr. Mindbender realized if he could combine her DNA along with the other samples, he would have an even deadly weapon.
Under the guise of a required medical examinination as part of her induction, he managed to obtain enough genetic material and blood samples. From this, Dr. Mindbender created another simulacrum, combining the genetic materials of the JOEs along with Snapdragon's to create the ultimate redundancy to prevent another Serpentor rise to power and a means to defeat the JOE Ninjas once and for all.
