My view on the Steel Brigade, the original, was it allowed someone with a specific set of skills needed for a mission to remain hidden and prevent their identity from being revealed. I mean, yes, it allowed you or me to become a JOE, but I felt it was more as a disguise. Bring in an expert in a particular field to assist the JOEs, then go back to their civilian life. Sort of the JOE version of the Crimson Guard, as they could have any job from CPA to Air Traffic Controller.
Anyone with a codename is a JOE, IMHO. It's just some are in a support role. They aren't at the PIT, they aren't on the Flagg, and they have limited roles. They are given codenames because they have been vetted.
Like Shooter was assigned to Fort Wadsworth and the JOEs didn't know she was a JOE. They didn't know about Sparks in the Declassified 3-parter.
I have several support JOEs I've already done. Deadbolt is also at Fort Wadsworth and he runs interference for the JOEs. They don't know about him, but when activated to assist them he would introduce himself as Deadbolt.
I have an entire crew that runs a secondary PIT under a hanger at Maguire AFB in New Jersey. 99% of the time they do Maguire AFB duty, but when the JOEs need to fly in or out of Maguire they get activated to assist. Barker is the JOEs Liaison at Maguire. The JOEs call up, say they need cold weather gear, parachutes, supplies, and Polar Battle Bears for a mission. They then load the plane in the sealed hanger, the JOEs arrive, and then take off. This way they don't have to transport MOBATs, VAMPs, and all the from Staten Island to the middle of Jersey when Cobra spies are watching. Why not have extras stashed at Maguire in the first place?
Now for Chessie, she would be working in one of the ports the JOEs might use. She might be assigned to the Jane as needed for unloading at the destination. Plus all she has to do is undo the leg straps, unbuckle the belt and suspenders, and she could pass for a civilian working on the docks.
