Expand the Oktober Guard

One glaring hole in the entire original GIJOE toyline was there was only a few members of the Oktober Guard ever produced. Red Star and Big Bear were released, but it wasn't until 1998 or later that we got to fill the ranks with more members.

Also, there were never any vehicles released for the Oktober Guard.

This Group Project addresses that oversight.
