GI Joe fights enemies of the United States both foreign and domestic. Sometimes that means going into unfriendly territories to fight them.

My idea is to create "rogue states", fictional countries whose ruling governments support terrorists or are propped up by terrorists like COBRA, Red Shadows, etc. These nations are enemies of the US and their allies.

We can create a King/President/Dictator of the country, a General of their armed forces, a soldier(s) from their army, a national flag/coat of arms, and a brief history of their country and government. The possibilites are infinite...
