Doesn't matter what colour, but it has to fit ARAH. I prefer a plastic one, no fabric/cloth.
I guess it could be found in a Star Wars or Super Hero line, but I don't know where to start, since I'm unfamiliar with all the caped characters......

Looks like Luke Skywalker's robe from the entrance into Jabba's Palace.

One of the earlier 1995 figures had a robe like a shell, it could stand up off the figure.

Adi Galla and Agen Kolar also had a style of that. The Agen Kolar one had separate sleeve attachments that would be just clipped onto the arms.
