Accents have been a part of Transformers ever since their conception. Tracks with his Locust Valley lockjaw, Perceptor with his british accent, Cybertron Jetfire with his Australian accent, etc. Can't fault them for keeping the trend going. It definitely fits the personalities they were given on the show, moreso than a Californian Valley Girl accent would have.

Optimus Prime's helmet was given a touch of a firefighter's helmet, Prowl's helmet was based on a motorcycle cop's, Blitzwing's was based on a German soldier's, Jazz essentially had a beatnik beret and headphones, and while it's not a helmet design, Swindle had a bolo tie.
Transformers Animated was all about intergrating defining characteristics into the designs.
(I do find it interesting that you complain about the hardhats but not the exposed butt cracks)
